  3. Surf is an audio toolbox for Windows 3.1 WAV files.  
  4. Surf has quite a few features, including:

  12. All of this is wrapped up in an extremely friendly, non-technical user-
  13. interface, including a toolbar and status bar.

  15. Surf requires Windows 3.1 and a driver that can play WAV files. (Such as
  16. a SoundBlaster, Pro Audio Spectrum, Microsoft's PC Speaker driver, etc.)

  18. Surf is uncrippled Shareware and requires a registration fee of $10 or
